Colorado made $305 million in improper payments from the state's Unemployment Insurance Trust Fund — primarily to unemployment claimants — during the calendar years of 2008, 2009 and 2010, Ellen Golombek, executive director of the Colorado Department of Labor and Employment, said Wednesday.
