A bill requiring the state to study the costs to businesses of complying with regulations won first-round approval in the Colorado Senate Tuesday, despite some Democrats' arguments that benefits of regulations also should be studied.

(If you really want to geek out about the formula, the International Bartenders Association defines the ratio as 7:4:3, or 50 percent tequila, 29 percent Cointreau triple sec and 21 percent fresh lime or lemon juice.)
